Public Hearing Coming Up July 14, At Hornell City Hall

HORNELL, NY – The Hornell Common Council will have a public hearing at 6:30 on Tuesday, July 14, at Hornell City Hall. The hearing will be about the community block development program, which can provide hundreds of thousands in grant money for housing assistance, water projects and economic development projects.

Hornell officials will also talk about getting grant funds for downtown renovation.

The Common Council of the City of Hornell, New York has scheduled a public hearing for Tuesday, July 14, 2015. The hearing will start at 6:30 PM and take place at the City Hall, 82 Main Street, Hornell, New York 14843.

The first item will be to discuss community development needs and priorities and to provide residents with information about the Community Development Block Grant Program. The City expects to submit an application for a 2015 Consolidated Funding Application (CFA) for Community Development Block Grant funding. Grant funds may be used for an array of projects including public infrastructure, public facilities, housing rehabilitation, homeownership assistance, private water/wastewater assistance, and economic development projects. Grant awards up to $400,000 are available for housing assistance and public facilities projects; up to $600,000 for water, wastewater and stormwater drainage projects; and up to $750,000 for economic development projects.

The City is considering submitting an application for funding the construction of improvements to the public sewer system in selected areas within the City. Residents are invited to attend the hearing, to assist the City in defining community development priorities, to assist the Common Council in identifying possible projects for inclusion in an application for Community Development Block Grant funding, and to comment on the City’s proposed project. The City will provide more detailed information at the hearing to comply with the legislative and program requirements which govern the Community Development Block Grant Program.

The second item to be discussed will be the structural needs of the downtown area and to provide residents with information about the New York Main Street Program Grant. The City expects to submit an application for a 2015 Consolidated Funding Application (CFA) for New York Main Street funding. Grant funds may be used for an array of projects including building renovation, and façade work in mixed use, commercial, and housing units located in a designated downtown area. Grant awards up to $50,000 are available for buildings and commercial property, with an additional $10,000/unit available for housing units up to a maximum of $100,000 per building.

The first floor of the City Hall (where the hearing will be held) is in compliance with accessibility standards under the Americans with Disabilities Act. Hearing disabled persons who wish to attend should call Cindy Burdell at 324-7421 at least 48 hours prior to the hearing to make arrangements for an interpreter. Written public comment will also be accepted.
