Rainbow Heaven Update

HORNELL, NY – On Monday night the Hornell Common Council met and approved a resolution for a special assessment on the property owned by Rong Yu Lin at 76 Seneca street, which was the former Rainbow Heaven.

The property was improved by the city by paying $41,910 for the demolition and removal of the debris by KS LaForge excavating inc. In addition the city also paid $4,088 to Envoy Environmental Consultants to oversee the the asbestos abatement of the building and the debris associated the fire that destroyed the business.

Mayor Shawn Hogan said that the special assessment which was in the amount of $45,998.00 will be imposed on the real property and a lien will be placed on the property to insure that in the event of a sale of the property, the city of Hornell will be able to re-claim the money that was paid to take care of the property as it was a hazard to leave the remains there on the property.
