HORNELL, NY – Hornell Police have charged Raul Rivera, 32, Rochester, with 2nd degree assault. Hornell Police believe that Rivera is connected to a near fatal June 29th overdose. Hornell Police were able to save someone on June 29, using Narcan, and the suspected dealer, Raul Rivera, is now in Steuben County Jail, without bail.
