The Hornell Police Department is investigating a single vehicle rollover accident which occurred on Tobes Hill at about 3:40pm yesterday afternoon. A Lippincott’s Rubbish garbage truck was traveling up Tobes Hill when the vehicle reportedly lost power and began sliding backward. The garbage truck left the west side of the roadway through a guardrail and rolled down an embankment approximately 50 feet into a backyard property on Dennis Ave. causing damage to a small shed. The operator of the truck was not injured and the passenger was treated for minor injuries at St. James Hospital and released.
The garbage truck was extracted from the embankment by B & W Towing with the help of Caward’s Tree Service and City View Towing.
The Hornell Police Department was helped at the scene by the Hornell Fire Department and the South Hornell Fire Department.

Elmira NY – A 35 year old inmate serving a life sentence for a brutal murder in Syracuse in 2015, attacked and injured staff at the maximum security correctional facility on Sunday.
As inmates began to turn out for evening recreation, the sergeant and officer began to conduct random frisks of inmates for contraband. The inmate was ordered to comply with the frisk utilizing a scanning chair. Initially, the inmate complied and sat in the chair. Suddenly, he jumped out of the chair and punched the sergeant and officer in the face. They immediately put the inmate in a body hold, forced him against the wall and then to the ground. On the ground and still combative, two other officers responded to assist.
During the struggle with the inmate, staff were able to apply handcuffs. Once in handcuffs, the inmate became compliant. He was removed from the area and brought to the infirmary for evaluation.
After being treated in the infirmary, the inmate was placed in a Special Housing Unit pending disciplinary charges. He is serving a life term after being convicted in 2015 for Murder 1st, Burglary 1st and Attempted Arson 2nd in Onondaga County. He lured a man to a house where he beat him with brass knuckles and stabbed him to death.
He was on parole when he committed the murder from two previous prison stints.
The sergeant and officer both sustained pain and swelling to their head and face. They were treated by facility medical staff and remained on duty.
The two officers who responded to the attack were transferred to Arnot Ogden Medical Center for treatment. One officer sustained face and shoulder injuries. The second officer sustained a knee injury. Both officers did not return to duty.
“As we continue to advocate for the repeal of the HALT Act, this brutal attack on staff at Elmira is the exact reason HALT needs to repealed. This attack was committed by a vicious inmate who brutally lured and beat a man to his death in 2015 after serving two previous stints in prison for other crimes. Even though he was placed in a Special Housing Unit after the attack, the level of disciplinary measures he faces amounts to a slap on the wrist. Because he is serving a life sentence with no chance for parole, there is little to deter him from attacking and injuring staff in the future because of the ridiculous HALT legislation. The State Legislature needs to wake up and stop pandering to the inmate advocates and realize their progressive polices have miserably failed and begin to support the men and women in law enforcement who keep them and their communities safe.” – stated Kenny Gold, NYSCOPBA Western Region Vice President.

So far, the only accident being reported in Steuben County was on Wednesday, Feb 22, at 4:03pm, at the exit ramp in Campbell. There are two accidents being reported this morning in Monroe County, a Crash on NY 590 southbound Exit 6 – ROUTE Blossom Road (Brighton) 1 Right lane of 2 lanes closed, Lane Closures 1 right lane closed.
And somewhat suprisingly, with the weather as it is today, that’s all we know about at this point, as far as accidents go.
And so far, there are no closing/cancellation/delays as of this posting this AM.

They have decided to undermine an industry and a way of life that has defined the regions we represent. It will change the face of New York State agriculture as we have known it for generations. It will risk the future of high quality, local food production. It will spark the loss of more family farms and the livelihoods these farms support across the industry and throughout hundreds of local economies. At the worst possible time, Governor Hochul is mandating an even more uncertain future for family farmers, farm workers, farm communities, and New York’s agricultural industry overall. Add it to the long and growing list of terrible, politically motivated decisions by this governor.”

While not a surprise, the Commissioner of Labor’s final approval of the recommendation to lower the farm worker overtime threshold to 40 hours per week ends any hope that facts and common sense might somehow prevail on this issue.
We fought long and hard against this decision for more than two years. However, it became apparent during the process that the ‘decision’ had been made before a single hearing was held.
Our farmers are among the growing list of casualties of the politically driven agenda that governs every consequential action here in New York State. The costs of this decision will go beyond the balance sheet. Family legacies, rural economies and the strength of our food supply chain will be impacted by this historically bad decision in the years ahead.”

Governor Kathy Hochul today urged caution as a winter storm is forecast to impact upstate regions beginning Wednesday afternoon, particularly in the North Country and parts of the Capital Region, Central New York, Finger Lakes, Mohawk Valley and Western New York, where snow or sleet is expected to slowly spread from the New York/Pennsylvania border northeast and reach parts of the North Country by Wednesday night. Some areas in the North Country could see up to a foot of snow, with up to 18 inches of snow possible near Ogdensburg, and many regions will experience ice accumulation up to a quarter inch, with potential for a half-inch in Western New York and the Finger Lakes, bringing the threat of localized power outages due to downed trees and power lines. Travel conditions in these regions are expected to begin deteriorating Wednesday afternoon and continue through Thursday. The most impactful weather is likely to occur Wednesday night through Thursday morning. Wet and heavy snow falling mixed with sleet and ice will impact commutes and potentially cause localized power outages. Governor Hochul urged New Yorkers to monitor local weather forecasts, take precautions if commuting Wednesday and Thursday and to be ready for changing weather conditions.
“Most of Upstate New York is preparing for another winter storm that could bring a foot or more of snow in the North Country, and a wintry mix of ice and sleet that will impact travel Wednesday through Thursday,” Governor Hochul said. “New Yorkers in impacted regions should take action now to prepare for the incoming snow and ice, as power outages and hazardous travel are a concern this week.”
Division of Homeland Security and Emergency Services Commissioner Jackie Bray said, “Winter returns this week with a foot of snow for the North Country and up to a half foot of snow for areas just north of the Thruway between Syracuse and Albany. Snowfall and ice accumulation Wednesday into Thursday will lead to dangerous travel conditions and the potential for power outages. New Yorkers in these areas should pay close attention to their local forecast and take all necessary precautions if traveling.’
A number of Winter Storm Watches and Weather Advisories are currently in effect for the North Country, Mohawk Valley, Central New York, Southern Tier, Western New York, Finger Lakes and Capital Regions through Thursday night. Some locations in the Watch area could see up to a foot of snow, especially in the Tug Hill area and southern Adirondacks, and between a quarter to a half inch of ice accumulation in several locations by Thursday. As the weather system moves west to east across the state, snow is expected to switch over to sleet and freezing rain in some places, with valley locations seeing more snow and freezing rain, and locations in higher elevations receiving just rain.
Wind gusts up to 40 mph are also expected on Thursday, which could cause additional travel and power impacts, especially in areas receiving ice accumulation. In New York City and Long Island, precipitation is expected to begin as (or quickly switch over to) rain with little snow or ice accumulation expected. According to the Department of Public Service, New York’s utilities have approximately 6,900 workers available statewide to engage in damage assessment, wire guarding, response, repair, and restoration efforts for this week’s winter weather event. This includes an additional 1,100 external line and tree FTEs secured by National Grid and an additional 300 external line and tree FTEs secured by NYSEG/RG&E. DPS staff will track utilities’ work throughout the event and ensure utilities shift appropriate staffing to regions that experience the greatest impact.

The Alfred State Digital Media and Animation Department is hosting a Student Animation and Film Festival for the first time on March 2. The event will showcase animations and films by students enrolled in accredited New York State two-year colleges and high schools.
Organized by Associate Professor of Animation Jennie Thwing, the festival will award prizes for the best animated short, best documentary, best short film, best experimental, and an audience choice award. The submissions, no longer than ten minutes, are limited to student productions that are produced, written, directed, planned, and technically executed entirely by the students.
Digital Media and Animation Department Chair Larry Neuberger is excited to offer and host an event like this. “There are high school and junior college students working on animation and film projects all over the state. We wanted to showcase their great work and give them a channel to share their work with others. We also hope they explore what we have to offer here at Alfred State to enhance their education.”
On March 2, films submissions will be shown starting at 6 p.m. via eventlive.org After the film festival the films will be exhibited in the Brett Llewellen Gallery inside the Engineering Building at Alfred State for a week starting on March 6.

This morning at 5:37am The Bath Volunteer Fire Department was dispatched to 5458 Turnpike Rd in the Town of Bath for a reported structure fire. Asst. Chief Zydanowicz arrived first on scene to find a 15’ x 24’, 1.5 car, 2 story detached garage fully involved. He then called for a second alarm plus an additional tanker from Howard. The second alarm consisted of Avoca, Kanona, Hammondsport and Howard tankers to the scene for the water supply. Avoca, Hammondsport and Kanona for manpower and Bath VA to the fill site to fill tankers. Painted Post was called for a Fast team and Savona stood by at the Bath fire station for any additional calls.
There was some extension to the home which sustained moderate damage but an aggressive interior attack limited the fire from progressing throughout the home. A 8×16 shed was also completely destroyed. There were no civilian or firefighter injuries or fatalities reported at this time. The property is listed as being owed by Cynthia Herrington and also housed a day care.
The Red Cross is assisting the family. The cause of the fire is under investigation by the Steuben County Fire Investigation team with no further details available at this time.
