Charges: Criminal Possession of a Controlled Substance in the 3rd Degree, Criminal Use of Drug Paraphernalia in the 2nd Degree-Packaging, Possession of Hypodermic Instrument, Unlawful Possession of Marijuana, Aggravated Unlicensed Operation in the 3rd Degree, Unlicensed Operator and Operating Vehicle with a Fractured Windshield.

Status: Subject was taken to the Steuben County Jail awaiting Centralized Arraignment.

Details of the Incident: On Thursday March 25th, 2021 The Canisteo Village Police Department arrested Richard W. Vail (Age 41) of Wilson Road in Wellsboro, Pennsylvania for Criminal Possession of a Controlled Substance in the 3rd Degree, Criminal Use of Drug Paraphernalia in the 2nd Degree-Packaging, Possession of Hypodermic Instrument, Unlawful Possession of Marijuana, Aggravated Unlicensed Operation in the 3rd Degree, Unlicensed Operator and Operating Vehicle with a Fractured Windshield. This investigation stemmed from a routine traffic stop on Buffalo Circle in the Village of Canisteo. During the investigations officers found that Vail was operating under a suspended license and located over 12 grams of Methamphetamines along with Drug Paraphernalia, multiple hypodermic needles and marijuana. Vail was processed and transported to the Steuben County Jail awaiting Steuben County Centralized Arraignment.
