FROM SHERIFF ALLARD: Steuben County Sheriff Jim Allard reports that on April 7, 2023, Investigators of the Steuben County Sheriff’s Office arrested Elena F. Zaldivar, age 25, of Elizabeth Street, Hornell, New York. It is alleged that on 02/03/2023, Ms. Zaldivar purchased items with an incompetent or physically disabled persons EBT card without permission. As a result, Ms. Zaldivar obtained benefits, which she was not entitled nor authorized to receive, in the amount of $219.44. Ms. Zaldivar is charged with endangering the welfare of an incompetent or physically disabled person in the first degree, a class E Felony, Misuse of Food Stamps and Petit Larceny. Ms. Zaldivar was released on an appearance ticket to appear in the Hornell City Court at a later date.
The Steuben County Sheriff’s Office was assisted by the Steuben County Department of Social Services Fraud and Legal Affairs Unit and the District Attorney’s Office.
