FROM NYSP ROCHESTER: On September 26, 2023, at approximately 1:41 p.m., the New York State Police Gun Involved Violence Elimination (GIVE) initiative in Rochester conducted a traffic stop on a 2023 Mitsubishi Outlander on Wehl Street in the city of Rochester when the operator put the vehicle in reverse, struck a patrol car, and fled the traffic stop. A pursuit ensued through city streets, and a tire-deflating device was utilized to disable the suspect vehicle. The suspect vehicle continued to flee northbound on St. Paul Street and attempted to turn westbound on Avenue E/Driving Park Bridge when it purposely went into oncoming traffic, striking a school bus and another non-involved vehicle. The suspect vehicle then put the vehicle in reverse and intentionally stuck patrol cars again, then ultimately became disabled which resulted in two suspects being taken into custody.
The operator was identified as Jourdan J. Johnson, age 33, of Rochester, NY, and the passenger was identified as Rashawn J. Jackson, age 31, of Rochester, NY. Subsequent to an investigation, one Smith and Wesson M&P 15-22 AR-15 pistol was recovered.
Johnson was subsequently charged with Criminal Possession of a Weapon 3rd: Assault Weapon (D Felony), Criminal Possession of a Weapon 3rd: Ammunition Feeding Device (D Felony), Criminal Possession of a Weapon 3rd: Previous Conviction (D Felony), Unlawful Fleeing 3rd (A Misdemeanor) two counts of Criminal Mischief 3rd (E Felony) and Driving While Intoxicated. Jourdan was processed and transported to Monroe County Jail for CAP arraignment.
Jackson was subsequently charged with Criminal Possession of a Weapon 3rd: Assault Weapon (D Felony), Criminal Possession of a Weapon 3rd: Ammunition Feeding Device (D Felony), and Obstruction of Governmental Administration 2nd (A Misdemeanor).
