The National Weather Service reports that they have declared a Flood Watch until 2:00pm today for the following counties: Steuben, Chemung, Yates, Tompkins, Tioga, Chenango, Broome, Seneca, Southern Cayuga, Madisonm, Onondaga, Schuyler.
