2005 Alfred State Grad’s D.E.C. Interview

Alfred State graduate Kaleb Winters, PLS, is featured in the latest episode of “DEC Does What?!” The New York State Department of Environmental Conservation (DEC) bi-weekly podcast features conservations with DEC experts. The episode entitled “And the Survey Says…” spotlights the work of DEC’s forestry staff who manage the boundaries of State land and how DEC protects all of it. Winters discusses with hosts DEC Chief of Staff and Deputy Commissioner for Equity and Justice Adriana Espinoza and Region 4 Director Sean Mahar the history of land surveying and the man who started the process back in the 1800s, Verplanck Colvin.
Winters is a Professional Land Surveyor working on land conservation and acquisition for public recreation and protection with the NYS Department of Environmental Conservation’s (NYSDEC) Bureau of Real Property. He has over twenty-five years of experience in the profession of land surveying, land title, and real property, including seventeen years in public service with NYSDEC and NYSOGS. Licensed in New York State since 2009, he has served on the Board of Directors for the NYS Association of Professional Land Surveyors (NYSAPLS), the Eastern NY Society of Land Surveyors (ENYSLS), and the Allegheny Plateau Association of Professional Land Surveyors. In 2022, he received the NYSAPLS Surveyor of the Year – Pillar of Excellence Award. In 2024, he served on the committee that developed the ENYSLS Arbitration of Survey Disputes, which was adopted and provides the public with a less expensive alternative to court to settle survey disputes.
