Steuben County Manager Jack Wheeler says that New York State law requires counties to pay for pre school special education transportation costs, when pre-schoolers are bussed to facilities outside of school settings.
As such, Steuben County is looking at the possibility of hiring an outside bus company to help do bus runs for Bath, Hornell, and Corning Painted Post schools.
