The Latest Email From Hornell IDA Consultant Shawn Hogan to The First Street Foundation, regarding the First Street Foundation’s report about Hornell being the “most flood prone place” in the entire state:
I have looked at Methodology and read the report, there is no basis in fact or actually data or statistics or more importantly incidents of flooding in Hornell , New York even during Hurricane Agnes (500 Yr Flood). This is a horrible injustice to this community, and I call for a review and retraction of the findings of the report at least regarding the City of Hornell. I suggest you contact the Army Corp of Engineers, FEMA and other regulatory agencies and review their data. Or at least review Flood Plain Maps from FEMA. Also Flood Insurance is not required with any mortgages within the City of Hornell, go figure.
