Steuben County Sheriff Jim Allard reports that on June 4, 2020, deputies of the Steuben County Sheriff’s Office arrested Mr. James Manhart, age 29, of Holly Terrace, Hornell, New York, following a response to a wellness check. It is alleged that Mr. Manhart had choked another person. Mr. Manhart was charged with Obstruction of Breathing/Blood Circulation, Class A Misdemeanor. Mr. Manhart was arraigned in the Centralized Arraignment Court and released to appear on a later date.
