HORNELL, NY – Hornell GOP Leader John Buckley says he’ll be recommending the appointment of Joseph McKay as the new Hornell Common Council member for the 3rd Ward, to take the place of Alderman Randy Harkenrider, who recently resigned because he is moving to North Hornell.
