As we celebrate Christmas and look toward the year ahead, I want to wish you and your family a very Merry Christmas and a Happy New Year. This season calls us to reflect on what matters most—family, faith, community, and service—and to recommit ourselves to the work of strengthening our country and improving the lives of the people we represent. At this time of year, we are especially mindful of the men and women of our Armed Forces who will spend Christmas away from their loved ones. On behalf of Western New York and the Southern Tier, thank you for your service, your sacrifice, and your steadfast commitment to defending our nation. In Washington this week, I was proud to support passage of the SPEED Act, a critical step toward fixing one of the biggest obstacles to economic growth in America: a broken, overly burdensome federal permitting system. Today, major infrastructure, energy, and manufacturing projects can be tied up for years by duplicative reviews, endless litigation, and bureaucratic delay—driving up costs and chasing investment overseas. Streamlining permitting reform in America will act as an economic rocket boost—one we desperately need to create more high-paying American jobs here at home. Deep permitting bureaucracy and loopholes exploited by trial lawyers are stifling growth, slowing innovation, and putting the United States further behind our global competitors, especially China. The SPEED Act cuts unnecessary red tape while maintaining strong environmental protections, allowing responsible projects to move forward faster, cheaper, and with greater certainty. The bill also includes my Infrastructure Project Acceleration Act, which eliminates duplicative federal reviews in states that already meet or exceed federal environmental standards. By streamlining overlapping state and federal processes, we can dramatically reduce delays, unlock private investment, and accelerate job creation in Upstate New York—without weakening environmental safeguards. At the same time, Congress has an obligation to confront the rising cost of living facing American families. From healthcare to energy to everyday necessities, life has become too expensive for too many people. Finding solutions is hard. It is complicated. But that does not excuse inaction. We must work every single day to find creative, responsible ways to make elements of American life more affordable and to ensure families can get ahead—not just get by. Healthcare remains a top priority for me, particularly for the rural communities I represent, where access is limited and costs are often higher. This is not a partisan challenge. Republicans and Democrats have a shared responsibility to come together and drive down healthcare costs for all Americans—regardless of how they receive their care—while protecting access and quality. That is why I have been deeply disappointed that House Republican leadership has yet to bring a full pharmacy benefit manager (PBM) reform package to the floor, despite broad bipartisan support and clear evidence that PBM practices are inflating drug prices and forcing pharmacies—especially in rural communities—to close. Transparency alone is not enough. Patients deserve action. I will continue pressing leadership and fighting in the year ahead to ensure comprehensive PBM reform becomes law and that patients, not middlemen, come first. Looking ahead to 2026, I remain energized and committed to delivering results—lowering costs, strengthening healthcare access, supporting job creators, rebuilding our infrastructure, and ensuring our communities can compete and thrive. None of this happens without engaged citizens like you, and I am grateful for your trust, your input, and your support. From my family to yours, I wish you peace, joy, and meaningful time with loved ones this Christmas season. Thank you for the honor of serving you. I look forward to all we can accomplish together in the year ahead. Sincerely, |
