O’Mara, Palmesano, At A Rally Today In Elmira

State Senator Tom O’Mara (R,C,I-Big Flats), Assemblyman Phil Palmesano (R,C,I-Corning),Assemblyman Chris Friend (R,C-Big Flats), and former Binghamton Mayor Rich David, current candidate in Senate District 52, will be joined at a news conference and rally outside the Elmira Correctional Facility today, by representatives of the New York State Correctional Officers & Police Benevolent Association (NYSCOPBA) to call on Governor Kathy Hochul and state legislative leaders to take action to address escalating violence within the state prison system, including repealing the “Humane Alternatives to Solitary Confinement (HALT) Act.”

O’Mara says that HALT, which went into effect in April, was approved last year by the Legislature’s Democrat majorities and signed into law by former Governor Andrew Cuomo. The law severely limits the use of special housing units in correctional facilities and restricts the ability of prison officials to discipline the state’s most violent inmates, who commit criminal acts in prison, by separating them from the general population.
