Palmesano Slams The State Budget Plans To Keep The CLCPA

March 17, 2026

The Climate Leadership and Community Protection Act. It came up recently in the State Assembly. Corning Republican Assemblyman Phil Palmesano says all signs point to this law causing even more problems. “This budget would keep the costly green new energy mandates in place, even though a recently released NYSERDA memo already warned that the CLCPA will increase household utility bills to more than $4,000 per year, increase gas and diesel prices by $2.23/gallon and $2.41/gallon respectively, while increasing utility costs for small- and medium-sized businesses by up to 46% and delivery truck operations by 60%. At a time when families are already struggling with rising costs for energy, housing and groceries, Albany should be focused on lowering costs—not making them worse,” Palmesano stated on the Assembly floor.
