Assemblyman Phil Palmesano (R, Corning) spoke on the Assembly floor this week, about the unfairness of the state assembly’s new rules. From now on, Republican legislators are allowed to introduce only four pieces of legislation a year, into committee. Palmesano maintains, these rules do not apply to the Democrat majority in the assembly.
