St. James Mercy Hospital Submits Application for New Hospital
State-of-the-art hospital campus planned for Hornellsville’s former K-Mart Plaza site
October 26, 2016…Hornell, N.Y. – St. James Mercy Hospital officials have submitted a Certificate of Need (CON) application to the New York State Department of Health for a new hospital (“Hornell Medical Village”) at the former K-Mart Plaza in Hornellsville (Seneca Road), pending a final land purchase agreement.
The CON application calls for a new 87,300 square-foot, state-of-the-art hospital, built to meet the evolving needs of patients in the Hornell area. Services at the newly planned St. James Mercy Hospital will include but not be limited to:
A nearly 10,000-square foot emergency department
A 15-bed medical/surgical unit
A four-bed observation unit
A surgery/endoscopy center
An infusion center (non-chemotherapy)
The CON details the hospital’s plan for an upgrade to its information technology (IT) infrastructure, as well as the introduction of a new electronic medical record (EMR) system.
“Today is a significant day for the leadership, clinicians, staff, volunteers and patients of St. James Mercy Hospital,” said John Weyand, DC, chair of the St. James Mercy Hospital board of directors. “This CON application is the result of three years of hard work by St. James Mercy’s leadership and the many members of our community who invested countless hours to help make our vision of a new facility for Hornell and the surrounding region a reality.”
Pending review and approval of the CON submission, groundbreaking on the new facility is expected to begin in the coming months, with the new hospital set to become operational in 2018.
While the core hospital facility will be new construction, the hospital envisions converting a portion of the existing former K-Mart building to a 60,000 square-foot medical office building,

housing physicians’ offices, physical therapy, administrative offices and other related healthcare services. Included on the planning team for the new campus are Razak & Associates (architect); HB Cornerstone (project management); LeChase Construction (construction management); Harris Beach (legal); The Hornell Industrial Development Corporation; the City of Hornell Industrial Development Agency; the Pike Company; and the Town of Hornellsville. “We are grateful to our planning partners — and to UR Medicine, which has been central to this process — for helping us reach this important milestone,” said Jennifer L. Sullivan, SJMH president and CEO. UR Medicine and SJMH are working toward finalizing a formal affiliation. Sullivan added that the Hospital intends to host a series of Town Hall Meetings in the coming weeks. Details will be announced as plans are finalized.
