Governor Andrew Cuomo says that the following counties are under a state of emergency: Cattaraugus, Chautauqua, Erie, Franklin, Genesee, Herkimer, Jefferson, Lewis, Oswego, Wyoming.
Time Warner Cable News reports that the governor sent out members of the National Guard from Niagara Falls and Horseheads, to the affected counties.
