Will Steuben County Get C.A.R.T. Teams? Quite Possibly. Steuben County Emergency Services Director Tim Marshall might create local teams, to deal with accidents such as trailer rollovers when farm animals escape on to the road. There would also be a team to help people with pets, escape a severe weather incident, such as a flood. The teams would be called C.A.R.T. – that’s County Animal Response Team. “A C.A.R.T. Team is a local team,” Marshall said. “It’s local folks. I have the control to activate that team. However, once they are activated, they fall under New York State Ag And Markets Law and all of their worker’s comp and liability falls under state ag and market laws. It’s written into the law that way. It’s the only volunteer program at the local level, which falls under the state, when it’s activated at the local side,” Marshall explained.
