Time Warner Cable News is reporting online that the U.S. Department of Education warned states across the country, that federal school aid may be withheld next year if less than 95 percent of students take government-mandated exams.
TWC and Gannett are also reporting that due to new census numbers, New York State might lose a congressional seat.
