HORNELL, NY – State Police In North Hornell have charged James Foster of Hornell, with criminal possession of stolen property in the 5th degree, and criminal possession of a controlled substance in the 3rd degree.
Foster is accused of both selling stolen property, and being in possession of heroin that was packaged to be sold.
Foster was arraigned before Hornell City Court and was remanded to Steuben County Jail, $25,000 bail.
