The Wellsville Regional News page reports that Richard Mosher III, 38 years old, has pleaded guilty to manslaughter in Allegany County Court, for the death of Royce Chapman. Chapman died of gunshot wounds in his home in the Allegany County Town of Clarksville, in January of 2017. Mosher was sentenced to 20 years in prison. Mosher’s mother, Lana Joseph, 52 years old, of Olean, has pleaded guilty to concealing evidence. Joseph was sentenced to time already served.
