Hornell Mayor Shawn Hogan joined his counterparts from Ithaca, Utica and Rome on Thursday in sponsoring a proposal to create regulations for the expansion of Uber. Uber is currently limited to New York City and cannot operate in upstate communities.
Buffalo is the largest U.S. city without Uber.
