Speeding Drivers In Arkport – One Driver Was Clocked Going 57 MPH

The Arkport Village Board is reminding residents to follow traffic laws in the village and elsewhere. The Village Clerk has had complaints about cars passing stopped school buses and speeding in the village, especially on West Avenue. Due to the speeding complaints, the village placed speed devices on West Ave to monitor the speed of drivers going through. DOfficials say that some divers have been routinely speeding on the street, with a top speed of 57 miles per hour being recorded in the 30 miles per hour zone.

Officials say everywhere in the village is a 30 miles per hour zone, except for the school zone and Route 36. The school zone is a 20 miles per hour zone, and Route 36 is a 40 miles per hour zone.

Natalie Churchman Wins Arkport School Board Race

January 31, 2024

In a special election to fill a vacant seat on the Arkport Central School District board of education, voters elected Natalie Churchman with 95 votes. Mrs. Churchman will serve a three-year term, ending on June 30, 2027.

Vote totals for all candidates are:

Natalie Chuchman: 95 votes
David Mikolajczyk: 61 votes
Tim Bailey: 52 votes
Mary Marcus: 1 vote (write-in vote)

The vacancy on the board was created by the resignation of Jenny Swarts, tendered to the board, effective Nov. 6, 2023.

Arkport Caucus And Election Dates

ARKPORT, NY – The Arkport Village Board has set their election for two board members and mayor to be on March 19 from 12pm-9pm. The election will be held at the Village Community Room in the Village Hall at 6 Park Avenue.

Additionally, the caucuses for the elections will be held next week. The Democratic Party caucus will be held on January 23 at 7pm, and the Republican Party caucus will be held on January 24 at 6pm. Both caucuses will be held at the Village Community Room.

The Village Clerk’s office also announced that they are expecting to have a working debit/credit card reader in early February. In order to pay via debit/credit card, residents will need to present a form of photo identification that matches the name on the card in order to prevent fraud.

Hornell Teams Win In Last Night’s Dan Barkley Showcase

ALFRED, NY – Last night at the Alfred State College during the Dan Barkley Showcase, the Hornell Girls Basketball team defeated the Wellsville girls, 62-40. The Hornell Boys beat Wellsville, 52-44.

Three Candidates Running In Arkport Central’s Special Election

ARKPORT, NY – At Tuesday’s Arkport Board of Education meeting, a flier was presented that will be sent to families within the district before the special election is held on January 30. Three people are running for the seat that was vacated by Jennifer Swarts in November; the three are David Mikolajczyk, Natalie Churchman, and Timothy Bailey. Also,, the school board discussed the upcoming April 8th solar eclipse. Superintendent Jesse Harper recommended that the board approve a half day for that date, with the potential for the usage of a snow day if the school doesn’t use a certain amount this year; the matter will be discussed further at the February meeting.

Arkport Village Hall News: Dealing With Banking Issues, And The Upcoming January Caucus

ARKPORT, NY – The Village of Arkport met for their monthly meeting on Tuesday evening, and the major point of discussion was the fact that Community Bank’s Arkport location will be closing in January. Before the branch closes, they are trying to enable the clerk and village personell to perform most of their transactions in house. Additionally, the village office will gain the ability to take payments with a debit or credit card, along with the cash and check payments that had already been possible. The tentative date for all of these to be in place is February 1.

The Department of Public Works asked for a previous request from last month, to buy two mowers and a truck, be rescinded. The DPW officials say they found a way to buy a truck cheaper than they originally thought they would have been able to, so they will proceed with their original plan to purchase two new pickup trucks. The DPW also sold an older truck for $15,000 to a buyer from Rochester, and the payment has already been processed. So as a result, Arkport Village Hall is going back to a July 2021 resolution, to purchase two new trucks for the Department of Public Works.

There was a four-inch water main break near West Avenue earlier in the month that has since been rectified. The village workers couldn’t get to the pipe because it was underneath Old State Road, so they cut the pipe off, capped the existing pipes, and tied the affected buildings into other water lines.

Also, residents of the village are reminded that there is an upcoming election for two trustees and the town mayor in March 2024, and caucuses will be held in late January; for candidates for all three positions. The dates for the GOP and Democrat Caucuses will be determined at the January 16 meeting.

Arkport Central: A New Principal, Senior Trips, School Upgrade Info

ARKPORT, NY – On Wednesday evening, the Arkport Board of Education met for their monthly meeting.  The meeting started with a presentation from the Senior Class President about their Senior Trip. The trip will take place between May 1st and May 3rd, and the group will go to New York City; 25 out of the 33 students in the class will be attending.

Next, Day Automation, the holders of Arkport CSD’s Energy Performance Contract, gave a presentation on what they had been working on with the school and how their projects have been going. In 2022, the first year they began working for Arkport, the school saved $48,267 on their energy bill, and they expect to have additional savings in 2023. These savings came from lighting upgrades and the controls and mechanics of the electricity in the school system; the upgrades have also saved 206,025 kilowatt hours of energy per year, which is equivalent to driving a car for 764,000 miles.

The main part of the meeting was a presentation from LaBella, who is doing the Building Condition Survey and related upgrades for the school district on behalf of the state. The original survey took place in 2022 and involved building and site walkthroughs, which include a visual inspection, deficiency identification, and prioritization of survey items. Different repairs and maintenance items were listed as low, medium-low, medium, medium-high, and high priorities.

The bus garage had two high priority items, those being to mill and pave the parking lot and replace overhead doors. The bus garage also had several medium priority maintenance items, which include repairing joints and cracks in sidewalks, adding plow and palette racking, and installing conduits for electric bus and car charging stations.

The athletic fields had one maintenance issue that is high priority, which is to replace the electrical panel in the concession stand. Additionally, the idea of adding two conduits to the  press box and concession stand was discussed, as well as replacing fence fabric at the softball and baseball backstops and replacing the soccer dugouts.

The school had most of the maintenance projects, which makes sense given the relative size compared to the bus garage and athletic fields. High priority projects include repairing the sidewalk along East Ave, replacing the roof in the first grade wing, replacing the PAC boiler burners, relocating piping from the crawl space in the basement to the first floor ceiling, upsizing the school’s electrical capacity, replacing the elevator car, and buying a generator for the building with two Automatic Transfer Switches.

The school also had several medium-high maintenance projects that were outlined by LaBella. Included in these are the idea to install a rubber play surface at the playground to eliminate the tripping hazard, extending the cafeteria loading dock, reconstructing the library and locker rooms, installing interior directional signage, replacing the carpet in the kindergarten wing with vinyl tile, updating the finishes in the band room, sanding and refinishing the PAC and gym floors, replacing the LED sign at the front of the school, adding new fire alarms/smoke detectors/carbon monoxide detectors, and replacing the microphones, projector, and sound system in the PAC.

Eli Marcus was appointed as the 7-12 principal at the meeting, filling the vacancy that had existed previously.

Also, the plan for the solar eclipse that will take place on April 8, 2024, was discussed. Superintendent Jesse Harper suggested a half-day for safety, as NYS is concerned about Route 36. If the school doesn’t use any snow days this year, they may decide to use the snow day on that day.

HP Hood Doing An Expansion In Arkport

ARKPORT, NY – HP Hood in Arkport is going to be doing an expansion at their facility there. “H.P. Hood is located over in Arkport and they have a milk processing facility there,” said Jamie Johnson, Steuben County IDA Director. “They announced this week that they’re going to be doing a fairly big expansion for their company. They will be expanding their Helluva Good Dip brand, which is manufactured soley here in Steuben County. So we’re excited to help them and assist them as they look at their expansion of this product line,” Johnson said.

Two New Members For The Arkport Planning Board

ARKPORT, NY – The Arkport Village Board met this week for their monthly meeting, and two new members were sworn in, Fay Parada and Lou Nasca, on the planning board, which also includes Zach Lincoln, Edward Karns, and Ken Ordway.

In the meeting, a grant for the Public Works Department was discussed which would award $100,000 total (between a $81,000 loan and $19,000 grant) to the village of Arkport. The village is planning on using the $100,000 to buy a new pickup truck with a plow (which was already bought and secured in October) and two new lawnmowers to replace their outdated fleet, which totals ~$131,000. The loan has a 2% interest rate for the next seven years, but the village plans to pay it off within a year.

The Public Works Department is planning to sell two of their outdated lawnmowers, as well as an old truck, in the spring; the timing of the sales will be finalized at a later date. Additionally, the Public Works Department cut down three trees in the Arkport Village Park. However, officials say that there is no replanting system in place, as the mowers hit the tree roots and cause infections in the roots, which leads to root rot and eventually kills the tree.

Christmas decorations will be set up around the village now that Thanksgiving is over, and leaf cleanup will be continuing for one more week in the village. The village has also decided not to raise the salting cost for the school because the school allows the Public Works Department to house their equipment at the school for the winter.

The Department of Health made inspections in the water plant, and nothing pressing or major was found. The only two things that need to be changed are the flow sensor and chlorine analyzer, but neither pose a threat to public health in the village.

The village also decided to lower their health insurance premiums for the year.

Elections will be coming up for the positions currently held by Mayor George Prete, Trustee Patricia Amidon, and Trustee Ryan Beers. Caucuses for each position will be held in January, with the date to be confirmed, and the elections will take place on March 19, 2024.

The issue of crosswalk signs at the school was also brought up, as the signs were recently replaced and are already damaged due to being hit repeatedly. Speeds in the village are also an issue, especially in the school zone, East Ave, and West Ave; residents are reminded that a speed zone of 20 MPH is in place throughout the village.

Finally, a resolution was approved that increases the budget for the park ballfields by $1200 for the year and decreases the budget of the Public Works Department by $1200. The budget changes are on a temporary basis until the village is reimbursed for the ballfields.

Resignation Of Arkport Central School Board Member Leads To Special Election

ARKPORT, NY – On Wednesday night at the Arkport Central Board of Education meeting, it was announced that longtime school board member Jen Swarts has resigned. Swarts’ resignation went into effect Monday, November 6. Arkport School Superintendent Jesse Harper says, the school system plans to have a special election as soon as possible. “Arkport’s District Clerk is putting together the timeline for the election and will share it with our community as soon as it is ready,” Harper tells Wlea.

Arkport Central’s New Interim Principal, And Upcoming Town Hall Dates

Grades 7-12 Arkport Central Interim Principal David Warren spoke to the Arkport BOE last night, about his first few days with teachers and students there at Arkport Central. Warren says he’s impressed with both students and faculty. “It went really well,” warren said. “I’ve heard from kids and staff,” Warren said. “I’m really optimistic,” he stated.

The BOE also did the second reading of the DEI policy. School Superintendent Jesse Harper said he has had no questions about it. Also the same was done for athletic placement policy. The second reading of that was done last night and Superintendent Harper said he’s had no questions about that either.

Arkport Central will be having School Town Halls Sept 19 at 600 and Sept 28 online 700 Oct 3 at 600pm, the September 19 and October 3 town halls will be held in the school’s choir room.

Arkport Central is looking to hire a new deputy treasurer to replace Melissa Evans Who is taking a new job in Hornell.

State Audit Finds Fault With Canaseraga Village Hall

Village of Canaseraga – Claims Audit (Allegany County)

Although the 300 claims auditors reviewed were for appropriate village purposes, certain claims were not adequately supported or properly audited and approved before payment. Of the 300 claims reviewed totaling approximately $758,000, 205 (68%) claims totaling approximately $656,000 had one or more exceptions and should not have been approved for payment. Auditors found that: claims totaling approximately $588,000 were paid without evidence of being audited or reviewed by the board, claims totaling approximately $114,000 were paid prior to scheduled monthly board meetings and were not audited prior to payment, claims totaling approximately $24,000 did not have departmental approval, and 20 claims totaling approximately $4,400 were not mathematically accurate when paid. In addition, board members did not know what their claims audit responsibilities were, nor did they take training to learn what their claims audit responsibilities were.

Canaseraga Village Mayor Satterfield’s Response:
In response to the Report of Examination for the Village of Canaseraga Audit, the Board of Trustees reviewed each part of the report and we acknowledge and understand it is our duty to correct each item to the best of our ability.

In the report, it was noted that a majority of claims were incorrect due to missing signatures or initials on them. We, as a board, were notified of this issue during the audit and quickly moved towards correcting it. Board Members review each packet and sign/initial in the appropriate
spots. Also, we noted that there were a decent amount of claims that were not audited prior to payment and that is due to a misunderstanding we had as members. Many of us did not know this was inappropriate due to our short time in office.

The report showed claims lacking department head approval along with claims lacking certain documentation for purchase. We attribute that to the lax nature of our Volunteer Department heads. This was something that many of us were unaware of being an issue. However, the clerk and the new mayor have been trying to encourage proper documentation when purchases are being presented to the clerk for payment by this department.
We were happy to see that everything could be verified that was looked at during the audit.

Board members had a positive outlook on the report and appreciated the shared information for training online for the responsibilities they hold in their positions. We also found that many of the items that were talked about in the report had started to be addressed already. Overall, the board agrees that the audit was handled well and resulted in positive results for the future of our finances and understanding of the responsibilities we each have as elected officials.
