Palmesano Pushing To Get New Child Care Law Passed

March 13, 2024

Assemblyman Phil Palmesano (R,C-Corning) joined with his Assembly Republican colleagues at a press conference yesterday to voice their support for the “A Blueprint for Child Care (ABC) Plan. The ABC Plan is a comprehensive set of proposals aimed at increasing access to, and reducing the cost of, child care for families. The proposals would increase tax credits for families and providers, expand access to Universal Pre-K (UPK) and cut excessive red tape and regulations that bog down the child care system in New York, the results of these proposals would help save New York families $2,300 a year.

Specifically, Palmesano and his Assembly Republican colleagues are calling for

Providing increased tax incentives to both providers and families:

· Increasing the state allowance of qualified expenses by 15% for the Child and Dependent Care Credit (A.9242, Ra).

· Increasing the state Earned Income Tax Credit amount from 30% to 45% (A.9258, Ra).

· Increasing Empire State Child Credit amount to 45% of the federal Child Tax Credit amount (A.9257, Ra).

· Doubling the existing Child Care Creation and Expansion tax credit amount from $25 million per year to $50 million per year (A.9245, Ra).

· Creating a new Child Care Facility Capital Improvement tax credit to help child care providers enhance and update facilities (A.9264, Ra).

· Calling on the federal government to reinstate the Enhanced Child Tax Credit permanently (To be introduced, Ra)

· Allowing local governments across New York state to offer an exemption from real property taxes on licensed child day care centers (A.8579, Slater).

Expanding access to early childhood education:

· Studying the feasibility of expanding UPK programs to serve students beginning at six months old (A.5870, Jensen).

· Universal Pre-K aid increase and program improvements (A.9128, Jensen). These include:

o Increasing the state reimbursement rate to school districts for UPK students and expanding collaboration between school districts with child care agencies.

o Ensuring school districts and child care agencies follow the same regulations regarding staffing ratios and class sizes.

o Calling on the commissioner of education to streamline the hiring process for qualified UPK teachers and minimize the costs for new and existing programs.

Increasing accessibility and tackling affordability

· Increasing provider options by adopting rules and regulations that would establish a model for child care that includes hours outside of traditional models such as nights and weekends (A.9126, Jensen).

· Establishing a waiver to allow child care to be provided in the home to multiple families as an unlicensed and unregulated day care setting to encourage and facilitate parental choice (A.9202, Gandolfo).

· Implementing an eligible substitute child care database for child care providers when in need of coverage or support (A.6071, Slater)

· Conducting a new study to examine existing state barriers that prevent the new creation of providers (A.8969, Maher)

“I am proud to join my Republican colleagues and call for these common-sense proposals to help families have access to more affordable and reliable child care. Every child deserves a chance to thrive. What our conference is proposing would put more money into the pockets of parents, improve access to pre-K for all and cut the harsh regulations and red tape that are suffocating the child care industry. These will all work in tandem to help create a more accessible and more affordable child care system for New York families,” said Palmesano.

Tourism In Steuben County Brings In More $$$ Than You Might Think

March 1, 2024

Steuben County Conference and Visitors Bureau President Kevin Peterson says more than 305,000 visitors stayed in Steuben accommodations in 2023. He says those visitors spent $35.5 million on lodging, and that 56 percent of those guests came from out of state, he said. Peterson also says they come to places like Corning and Keuka Lake.

See full statement from the county, below.

The new year is looking good for the travel and tourism industry in Steuben County, with anticipated projects building on a solid year in 2023, according to Steuben County Conference and Visitors Bureau President Kevin Peterson.

Peterson told the county Legislature Agriculture, Industry and Planning (AIP) Committee more than 305,000 visitors stayed in Steuben accommodations in 2023.

Those visitors brought $35.5 million into local lodging, while 56 percent of those guests came from out of state, he said.

Key regions for visitors were Corning, which drew 57 percent, and central Steuben and Keuka Lake, noting 16 percent and 14 percent respectively.

The area showing the most marked growth in tourism was the State Route 36 Corridor which includes the City of Hornell, and the towns of Troupsburg, Canisteo, Dansville and Arkport. The corridor boasted a significant jump in tourists, jumping from 8 percent in 2022 up to 14 percent in 2023, according to Peterson’s report.

Peterson credited the increase during the past year to its app, “Explore Steuben,” with social and electronic media outreach, captivating content, and targeted marketing efforts.

Collaborative endeavors with local businesses and community stakeholders have strengthened local tourism while visitor feedback demonstrates a growing interest in Steuben County, he told legislators.

New opportunities in 2024 include hosting the International Food Wine and Travel Writers Association conference, Peterson said.

Other plans include installing digital visitor information kiosks to enhance services, growing and supporting key events, launching a new website, and working on exciting outdoor recreation development projects, he reported.

The SCCVB, doing business as Explore Steuben, also is working on a joint project with the county Legislature’s AIP Committee which will award local efforts to boost tourism, he said.

“As we navigate the evolving landscape of travel trends, Explore Steuben is poised to continue its dynamic role in shaping the county as a destination of choice, fostering sustainable growth for years to come,” Peterson said.

More Details About The North Main Street Extension Fire

February 28, 2024

North Hornell Fire Chief Mike Robbins tells WLEA News that the fire at 7431 North Main Street Extension, the France residence, was called in Tuesday night shortly after 6:00pm. Fire departments from Hornell, Arkport, South Hornell, Canisteo, Almond and Fremont. South Dansville’s Fire Department was on stand by.

There were no injuries.

“Preliminary reports are that the home owner was not there because it was a rental,” Robbins said. “He was welding out back and something had caught on fire on the back porch. He had put it out a couple of times, it was a little fire, and he thought it was out and he went back into the house. When he came back downstairs, the house was filled with smoke.”

There has been some talk on social media about the 9th Alarm, which Fire Chief Robbins called for last night. “The 9th Alarm is something that was set up after the Preston Avenue fires,” Robbinx explained. “The 9th Alarm is a Tanker Task Force, so that fire chiefs don’t have to call in for individual tankers, if a bunch of tankers are needed, we call in for a 9th Alarm and it calls in for all the tankers in the Hornell area.”

Fire Chief Robbins says the North Hornell Fire Dept. did end up going back in the midnight hour, at about 12:30am early this morning, not long after they had gotten back into service, to put out some hot spots. “While we were putting stuff back together we were dispatched again for a rekindle, the gas company, National Fuel, was on the scene. “Over all, everyone did an excellent job, working together and getting the fire taken care of and protecting exposures.
