Close Call – A Vehicle Almost Went Over An Embankment In Bath

At 3:05PM Monday afternoon the Bath Volunteer Fire Department was dispatched for a vehicle over the embankment on the Mail Route near Sanford Road in the Town of Bath. Bath Assistant Chief David Dowdle arrived on scene to find a Kia Sorrento with the driver still in the vehicle over a steep embankment and partially on its side. The driver claimed to be uninjured but unable to get out of the car and up the bank.
Assistant Chief Curtis Wininger requested Savona Fire to the scene with an engine and crew to assist with extrication and bringing the driver up the bank. Goodrich Auto Works was on scene with a rollback and ran a cable down to the car to the front stabilize it and keep it from going farther down the embankment. Bath Fire’s Heavy Rescue ran a winch cable down to the rear to hold the vehicle steady to facilitate extrication of the driver and bring him up the embankment in a stokes rescue basket using a low angle rope rescue rig. He was taken to be evaluated by the Bath Volunteer Ambulance Corps. where he refused treatment.

A large rotator wrecker from Fleet Pride was summoned to the scene to use their boom to bring the vehicle up the bank to the road where Goodrich Auto Works rollback would take it back to their garage. All units cleared the scene at 4:39PM.

Why Have Auto Insurance Rates Gone Up Over The Last Few Years In New York State?

Car insurance rates have been going up at all insurance companies in New York State. We asked Jeff Ryan, owner of the Ryan Agency in Hornell, if that had anything to do with the fact that car theft has been happening more and more across the state. “The increase in auto and converter thefts has definitely impacted auto insurance rates,” Ryan said. “However the cost of vehicles, parts and the time it takes to get those parts has had a greater effect. Unfortunately right now it’s a crazy time for all companies in the auto insurance marketplace. It’s a good time to partner with your agent and consider appropriate deductibles and other strategies to help keep the costs down,” Ryan said.

LINCOLN DAY DINNER

This year is the remarkable 81st year of the annual political event known as the Lincoln Day Dinner. This is an entertaining dinner that is not only open to the general public regardless of your political affiliation, but also gives local residents a chance to meet many of the current elected officials in the region.

This year’s Lincoln Day Dinner will be held on FEBRUARY 29TH, at The Main Place – 251 Main Street, Hornell NY. Enjoy, music, mingling and cocktails beginning at 5:30 pm and dinner served at 6:30 pm. Sempolinski Announces He Is Running For Assembly

Former Congressman Joe Sempolinski has declared his candidacy for the State Assembly. Sempolinski is a candidate for the 148th Assembly District currently represented by Joseph Giglio, who has announced that he will not be seeking another term. Sempolinski currently serves as the Chief of Staff to Mr. Giglio.

“I can be the most effective voice possible for the people of this district” Sempolinski said. “And the people don’t have to take my word for it because I’ve done it already. I represented every piece of the 148th Assembly District during my time in Congress and I was able to be successful despite a shortened term and serving in the minority. This experience, plus my time as Chief of Staff for this very office, means I can deliver for this region in a way no one else could.”

Sempolinski lives with his wife Angie and their two daughters Joselyn and Madelyn in the 148th Assembly District. Angie is a public school teacher in Hinsdale, NY. Earlier in his career, Sempolinski led the New York-based staff for the 23rd Congressional District.

“This district is my home,” Sempolinski stated. “There is no one who can serve this area like I can. I have spent years working with people throughout this district on both the state and federal issues that impact their lives and livelihoods, as a Congressman, staff member and as a private citizen. Longtime Hornell Democratic Chair And Hornell IDA Chair Sam Nasca Has Died

Our news department has learned that longtime former Hornell I.D.A. chairman and longtime former Democratic Chairman Sam Nasca, passed away on Wednesday night. Longtime friend, former Hornell Mayor Shawn Hogan tells us that Sam Nasca died Wednesday night in Albany, surrounded by family members. “I am certainly devastated and heartbroken by the news,” Hogan said. “We had been friends for 50 years. Sam was an advisor and a mentor. He was the Hornell City Democrat Chairman when he asked me to run for mayor in 1985. I said yes, I would run, and I went door to door with Sam, on River Street, Oak Street, Delaware Avenue, and so on.

“Sam was committed to this community. He was one of the founding members of the Hornel Industrial Development Agency. He served with distinction and honor for well over 40 years. Sam was definitely a railroader. He worked as a trainmen, he got involved in the union and went to Albany and became a well known figure there as the regional district chairman for the UTU (the United Tramsportation Union) as their lobbyist and legislative representative in Albany. Sam had a long history of service to this community and to his union. He certainly loved his family and he was very, very committed to this community and to it’s future. Sam worked on every economic project of significance in this community. He’s going to be hard to replace,” Shawn Hogan said.

Steuben County Manager Jack Wheeler Slams Sheriff Allard In New Video

This morning Steuben County Manager Jack Wheeler posted a video on Facebook, about Sheriff Jim Allard and the sheriff’s lawsuit against the county, over paying for his own liability insurance. In the video, Wheeler stated the following:

Only the sheriff has had his liability insurance removed. No deputies have lost their liability insurance.
17 of the about three dozen lawsuits against the county, were lawsuits filed against the sheriff.
The insurance company representing the county says the deductible has gone from $500,000 to $750,000 for each potential claim.
The sheriff paid a loan worth thousands of dollars, without county authorization.
The sheriff violated county policy by investigating his own department’s personnel issues.
The sheriff made false claims about county executive sessions.
The sheriff wants lawmakers to talk about executive sessions which were confidential discussions.

“The video released by county Manager Jack Wheeler is within his authority as director of county operations. The video does not speak for the Steuben County Legislature and was not approved by the county legislature.”

“The manager’s statement is confusing and misinformed. It is unfortunate that as we try to move forward with a funcational government that the manager still feels the need to issue a statement on something that could have been solved months ago. I encourage our taxpayers to look into the amount of money that the county administration has spent mischaracterizing the issues to the public.”

BOCES Houses, St Patricks Parade And New Lockers At The Park

HORENELL, NY – At the City of Hornell Board of Public Works meeting Thursday morning, the City accepted a bid from LeChase Construction to build the new bath house and locker rooms adjacent to the pool at Veterans Memorial Park. Construction is expected to be completed in May.

During the meeting, the Board of Public Works accepted applications from Maple City Softball to use city fields, from the Hornell YMCA for their annual Run for the Shamrock, and for the Halfway to St. Patrick’s Day Parade.

There was also an update on the house that BOCES is building on Upper Bennett Street. The house is almost completed on the exterior, and the city believes that they will be able to start auctioning the house in March or April.

O’Mara, Palmesano And Friend Tell Gov Hochul: Don’t Cut Funding To The Roads

State Senator Tom O’Mara (R,C-Big Flats), Assemblyman Phil Palmesano (R,C-Corning), Assemblyman Chris Friend (R,C-Big Flats), Elmira Mayor Dan Mandell and other local leaders today rejected Governor Hochul’s cuts in critical state funding for local roads and bridges in her proposed 2024-25 state budget. At a news conference this afternoon in Big Flats, the group also called on the governor and the Democrat leaders of the state Legislature to restore the proposed cuts and keep strengthening New York’s commitment to local transportation infrastructure. O’Mara, Palmesano, and Friend are once again being joined this year by their Republican colleagues in the Senate and Assembly to highlight their opposition to Hochul’s slashing of local transportation aid, particularly a proposed $60-million cut for the Consolidated Local Street and Highway Improvement Program (CHIPS), the state’s primary source of funding for local roads, bridges, and culverts.

In a February 14, 2024 letter (see attached copy) to Hochul and legislative leaders, O’Mara, Palmesano, Friend and their colleagues wrote, in part, “We once again stress that New York State’s direct investment in local roads and bridges through CHIPS remains fundamental. It deserves priority consideration in the final allocation of state infrastructure investment in the budget for the 2024-25 fiscal year. CHIPS is the key difference for local communities, economies, governments, motorists, and taxpayers throughout the Empire State, including New York City and surrounding metro areas, and we cannot ignore this fact, especially this year. It is warranted. Local governments, for the foreseeable future, will continue to struggle to address budgetary demands in the face of the state-imposed property tax cap, rising pension, health care and highway construction costs, and unfunded state mandates, among other burdens.”

Legislators and local roads advocates statewide have been critical of Hochul’s proposal for failing to recognize the enormous impact inflation is having on the costs of construction and, consequently, on the budgets of local highway departments. Nationally, according to the Federal Highway Administration’s Highway Construction Cost Index, highway construction costs since 2022 have increased by nearly 60 percent. These unprecedented cost increases alone make the Governor’s proposal is unacceptable.

They also criticize the Hochul plan for failing to achieve the goals of equitability, fairness, and parity in transportation funding for the upstate and downstate regions of New York, noting that the Governor’s proposed budget includes a $100-million reduction (including the $60-million cut in CHIPS funding) to local road, bridge, and culvert funding for the third year of the five-year, Department of Transportation (DOT) Capital Plan.

As Hochul and the Democrat leaders of the Senate and Assembly approach negotiations over a final 2024-25 state budget scheduled to be in place by April 1, O’Mara, Palmesano, Friend and their legislative colleagues are calling for this year’s final budget to restore Hochul’s proposed $60-million cut to CHIPS base aid and then increase the CHIPS base funding level by $200 million to a total of $798.1 million.

City of Hornell Mayor John Buckley said, “Local governments have made progress in recent years receiving increases in funding related to roads and highways. However, those increases have been and continue to be eroded by inflation. Now, the Governor has proposed a $60 million dollar cut in CHIPS funding in the executive budget yet has announced a staggering $2.4 billion dollars to be sent to New York City to deal with the massive influx of migrants. If the State of New York can afford to spend billions on noncitizens, at the very least, it can surely maintain current levels of funding for repair and replacement of our roads and highways. Road and highway funding programs such as CHIPS, PAVE NY, Winter Recovery, and Pave Our Potholes should be increased annually to keep up with inflation. Cutting crucial funding streams such as these adds more pressure to local governments and is an insult to residents.”

Ann Milliken Gerould, Supervisor, Town of Elmira, said, “We appreciate and applaud the efforts of Senator O’Mara, Assemblyman Palmesano and Assemblyman Friend to encourage strong state support for CHIPS funding. This state support is absolutely critical to the ability of our local highway departments to adequately maintain and revitalize the local roads and bridges our communities depend on. A cut in funding like what is being proposed would be extremely difficult for localities to absorb and poses a real risk to the quality of local transportation infrastructure.”

Kelly Fitzpatrick, Chair of the Steuben County Legislature, said, “CHIPS funding represents New York’s commitment to infrastructure for the common person. Our road and system is extensive and is well main-maintained – thanks to the extra funding from New York. The Governor’s Executive Budget proposal would be devasting to Steuben County because we rank third for the amount of miles and have the most bridges of any County. Cutting this funding is like a slap in the face to the common taxpayer who goes to work every day and relies upon the road system for his/her every day life.”

Maple City Dodge Car Thieves Update: Several Suspects Are Charged

HORNELL, NY – Steuben County Sheriff Jim Allard tells WLEA News that several Rochester youths have been charged for allegedly stealing vehicles from the lot at Maple City Dodge. The sheriff says that the youths are accused of first stealing vehicles in Rochester and after that, coming down to Hornell and stealing vehicles from Maple City Dodge. “They’ve been charged, all the vehicles have been located,” Allard said this morning on the WLEA Newsmaker Show. “On the trip back (to Rochester) is where we’re finding them,” Allard said this morning on Newsmaker.

Will they be charged as minors, or as adults? “Due to their ages, we’ll have to wait and see what happens,” Allard explained.

Joe Sempolinski: They Should Have Let Mazi, Be Mazi

As heard on the national newscasts, Republican congressional candidate Mazi Pillip lost last night , to Democrat Tom Souzzi in the race for the Santos House seat in Long Island and Queens. Steuben County GOP Chairman Joe Sempolinski says, the big problem with her campaign was, her handlers, would not let Mazi be herself. “She was very protected,” said Steuben County Republican Chair and former Republican Congressman Joe Sempolinski. “They were holding press conferences where they had other members of congress standing next to her, also taking questions. She didn’t do a lot of interviews either. It seems like whoever was making the stategic decisions, was very afraid of putting her out there and having her take definitive stances, and I was a little surprised by that,” Sempolinski said.

Canisteo Mayor Says The Village Is Getting Closer To Having A Water District

Canisteo Village Mayor Monica Recktenwald says that talks continue between Canisteo Village Hall and Hornellsville Town Hall, about getting a water distrct going. That issue was raised at the Tuesday night Canisteo Village Board meeting. One resident there last night, said that this would be welcome news for those who live on Belle Haven Road. The Canisteo mayor explained that the attorneys for both Canisteo and Hornellsville are now communicating more on this issue, and she stated that things are getting closer to making this plan, a reality.

Canisteo Is Starting Up A Junior Firefighter Program

CANISTEO, NY – At the Tuesday evening Canisteo Village Hall meeting, the village board approved the Canisteo Village Volunteer Fire Department’s request to be able to get going with a Junior Firefighter program. Officials say that the minimum age to join is 14 years old and the junior firefighter program ends for those who turn 18, when they can join as a regular firefighter with the Canisteo Fire Dept.

Officials also say that the new Canisteo Jr Firefighter program will not increase insurance costs, as they say the Canisteo Fire Department’s insurance already covers this.
